Problem has been solved. how did i solve it? im not quite sure but i decided to hard reset  (using reset button ) my modem and wiped out all Particular network settings on the UTM and rebuilt the interface and now i am able to access the modem page with no special configuration.
Woild like to duplicate this but from what IÂ have read hub one reserves. 0 to .63 of it's default range ( what for I Chucho't find why ). Do IÂ need to reserve such a range if I change ip address?
This address should load the internal pages in the cable modem??? If the pages don't exist then either there's something wrong with the modem or somehow this page http://192.168.10.1 is getting blocked
